If you ask this way: no, they are probably one of worst ship classes in game.
But this aside: depends what you want. If you want to be gang booster (fleet commands) they are quite good for gang survivalability. Nothing (well... t3 does) beats damnation or vulture in armor/shield gangs. But when it comes to field commands... they are just e-peen enlargers like faction ships are. Absolution is easily outdone by geddon, astarte by megathron, NH by normal drake or raven. Only sleipnir is small exception due to good speed (which battleships have hard time rivaling) + nice faloff = heavy vagabond.
So... if you want to play gang booster pilot role then go commands, t3 or logistics (tho train gang skills 1st and ship second - you can use gang skills on t1 BC hulls no problem).
If you want to pewpew.. not worth it unless you really dont have anything else to train.

Except for: gang skills and bonuses from warfare mods are not stacking penalized. So your 50% armor hardening legion will give you 50% resist plain on all damage types. This is HUGE advantage.

Lol. You ever heard of them injectors? Even when you are neuted every half a second you can always launch 1 cycle of XL booster per injection plus all other mods (up to 800 cap).
Pilgrim is just dead meat near sleip. Even with 1 TD sleip will hit it without bigger problems. Curse is nastier but still killable (especially if sleip runs with TEs in lows - and most post-dominion fits should do so). Legion? It might neut sleip but in reality it will have hard time killin it before it dies himself (even with stupidly-huge-ehp fit). Only battleships will be nasty but who cares? Battleships always were better than commands and always should be.

I've heard of many BS being taken down by BCs and Commands. Usually the Cruiser class ship has an AB or MWD, and the BS just can't hit them well enough.
Thats mostly when BS pilots are newbs, npcers or mission runners. Proper fit battleship should always kill command ship. And 2 above (pest, domi) wont have bigger issues killing any faction fit or no CS.
As for curse comment - dual TD curse might be a problem. And thats all i think.

I can bet you can find t2 BS fit that will run missions faster than any BC. Absolution? Doesnt matter what you do - abaddon or apoc will always outrun it at lv4. Sleip? Try mael. Astarte? Mega or domi is better. Only one which can compete is NH and mostly because of poor performance of cruises.
